How do you tell a co-worker to shut the hell up in a stern but respectful manner and maintain morale?

this person talks about irrelevant topics when he could simply (IM) who ever he wants to talk to if is driving me crazy I want to slap fire from his *** but that would be against company policy. Please give me some ideas or suggestions on this question
