My manager rations our bathroom breaks?

I work in a small office and my boss is obsessed with micro-managing his employees time. He only allows us two bathroom breaks per day which can't last any longer than 2 minutes each. Also he refuses to allow us to leave for lunch or even bring our own lunch! He makes us peanut-er and jelly sandwiches in the break room and we all have to eat together! Is this legal, let alone normal?
