Why did some delegates at the Constitutional Convention want to keep state's rights?

There were some delegates at the Constitutional Convention in 1787, like the Delaware delegates, who wanted to keep state's rights. Why? The Articles of Confederation was already failing, so who keep state's rights? Is it just because they didn't want a strong central government?
