Any elderly care nurses or doctors out there?

ive just started work in a home for learning disabilities people. ranging in age from 20's to elderly. theres a lot of things i don't agree with that is going on there. one elderly person was covered in bruises which i told the manager four times about and was just told that he is just a complainer! then the other day a young man who's a resident beat up a man in his seventies which required stitches. the manager blamed the old man for interfering in the young mans conversation. and nothing has been done about the incident. surely this isn't right? and who could i inform about this? anonymously. i don't want to lose my job as i feel these people will carry on suffering if nothing is done.
