What type of weights to use to give my arms definition?

I was using 5 pound weights to tone my arms but It didn't seem to help. I went up to 10 pound weights and still no improvement after 3 months. ( I'm a woman, if that matters.) Should I be using more weight, more repetitions, or is there something else that would work better?
